CONTEXT
The landmark Australian Childhood Maltreatment Study (ACMS) has shown high levels of sexual abuse experienced by children and young people, estimating that around 1 in 4 (28.5%) Australians aged 16 years and over have experienced child sexual abuse.
These estimates are conservative as they do not include online forms of child sexual abuse. The Australian Centre to Counter Child Exploitation reports that online forms of child sexual abuse have grown exponentially over recent years.

SPEAKERS | DAY 1
Professor Daryl Higgins
Director of the Institute of Child Protection Studies – Australian Catholic UniversityProfessor Daryl Higgins’ research focuses on public health approaches to protecting children, and child-safe organisational strategies. A registered psychologist, Professor Higgins has been researching child abuse impacts and prevention, family violence and family functioning for nearly 30 years, most recently contributing to The Australian Child Maltreatment Study, the first child maltreatment prevalence study of its kind in Australia.
As the Director of ACU's Institute of Child Protection Studies (ICPS), and the former Deputy Director (Research) of the Australian Institute of Family Studies, Professor Higgins has extensive research experience in the areas of child-safe organisations, child abuse and neglect, child protection, out-of-home care, family law and allegations of child abuse, disability and family care, welfare reform, family and interpersonal violence, jobless families, past adoption and forced family separation practices, and community development approaches to child and family welfare issues.
In relation to child-safe organisations, Professor Higgins has provided presentations to welfare peak bodies, Indigenous welfare agencies, sports and community organisations, regarding organisational risks and child-safe approaches.
Professor Higgins contributed to a number of reports and provided expert advice to the Royal Commission into Institutional Responses to Child Sexual Abuse about how and why abuse occurs, the risks within different sectors that need to be addressed within child-safe organisational strategies, and ripple effects that organisational sexual abuse has on families and others.
He is also a member of a Reference Group for the Australian Psychological Society, contributing to the development of the Society’s policies and frameworks for responding to the issues raised by the Royal Commission.Bryan Downie
Executive Manager, Investigations Branch – eSafety Commissioner, Australian GovernmentWith 28 years of experience in law enforcement and regulatory investigations, Bryan is the Executive Manager of the Investigations Branch at the Australian Communications and Media Authority - eSafety Commissioner.
Bryan oversees the eSafety Commissioner’s regulatory and enforcement operations that includes 4 investigation teams, a capability and enhancement team and the intelligence team.
Prior to this, Bryan served as the Regional Director of Biosecurity Investigations at the Department of Agriculture from January 2020 to April 2024. In this capacity, he managed enforcement teams, directed investigations under various legislation and led significant regulatory reforms. Bryan has represented the Australian Government in Canada, USA, New Zealand and Thailand where he coordinated joint international investigations that ensured compliance with foreign biosecurity risk practices and contributed to the strategic direction of criminal investigations.
From January 2018 to January 2020, Bryan was the Director of Criminal and Civil Investigations at the Australian Tax Office. Here, he managed complex criminal, civil investigations and prosecutions, developed policies for tax law applications, and addressed risks to the Commonwealth revenue base. Bryan also played a pivotal role in the formation of the National Illicit Tobacco Task Force.
Bryan began his career in 1996 as a police officer having attained the rank of Detective Inspector with the NSW Police Force, where he led major criminal investigations in matters involving homicide, organised crime and coordinated police responses to significant incidents. His expertise in managing major investigations, professional standards and special operations has been recognized with multiple awards and commendations, including the NSW Police Commissioners Commendation, the National Police Medal and the NSW Police Medal.
Bryan holds a range of academic qualifications, including a Strategy Execution for Public Leadership certificate from Harvard University, Masters of Investigation, Bachelor of Policing and various diplomas in public safety, government investigations, leadership and management, and numerous specialised training courses in policing and leadership.
Notably, Bryan has been awarded the NSW Police and Eastern Suburbs Rotary Detective of the Year Award and was featured in a television crime documentary after being one of the first Detectives in NSW to successfully investigated a historic unsolved murder using DNA technology.Carol Ronken
Director of Research – BraveheartsAppointed in 2003, Carol Ronken is responsible for leading the program of research at Bravehearts, a non-government organisation that aims to educate, empower, and protect children from sexual abuse and exploitation. Carol is passionate about ensuring Bravehearts is actively involved in research, policy and legislative development that aims to prevent, respond to, and reduce the incidence of child sexual abuse in the community.
She is a member of several working groups, including the SaferAI for Children Coalition (ICMEC-Au), Australian Centre to Counter Child Exploitation Research Working Group, PartnerSPEAK's National Action Group, Stopping Gendered Violence Advisory Board through the Centre for Justice at Queensland University of Technology and the Australian Child Rights Taskforce.
Carol’s professional memberships include the Australian and New Zealand Society of Criminology, the International Society for the Prevention of Child Abuse and Neglect and the Child Protection Practitioners Association of Queensland. Carol is also an Industry Fellow in the Centre for Justice at Queensland University of Technology, an Affiliate of the AI for Law Enforcement and Community Safety lab at Monash University, and holds degrees in Psychology and Social Research. In 2022, Carol became a member of the Board of Directors of PeakCare Queensland.

Grace Tame
Survivor, Activist, AuthorGrace Tame is a survivor of child sexual abuse, author, columnist, campaigner and advocate for fellow survivors.
She is the Founder of The Grace Tame Foundation (GTF), a not-for-profit organisation which creates and funds initiatives to prevent, disrupt and respond to child sexual abuse.
In 2022 she released her number one best-selling memoir, The Ninth Life of a Diamond Miner, which was shortlisted for three Australia Book Industry Awards.
Between the ages of 18 and 24, Grace lived and worked in the United States as an artist. She now resides in her hometown of Hobart and regularly competes in ultramarathons around the country. On 2 December 2023, she broke the female course record for the Bruny Island 64km Ultra in a time of 5:04:07.
Grace is a regular columnist for titles including The Monthly and the Saturday Paper.
For her contribution to legal reforms that allow child sexual abuse survivors to tell their own stories publicly, Grace was named the 2021 Australian of the Year.Shureeka Alves
Manager, Therapeutic Services – Kids First AustraliaShureeka Alves is an accomplished therapeutic clinician, currently serving as Manager of Therapeutic Services at Kids First Australia. In this role she leads a team of counsellors, ensuring the delivery of high-quality therapeutic interventions for victims of sexual abuse and those displaying harmful sexual behaviours, and their families.
With more than a decade of experience, Shureeka has been instrumental in overseeing, managing and developing innovative programs to enhance service delivery, and in doing so support children, young people and families in the most holistic way possible. In this vein she is currently on secondment at Sexual Assault Services Victoria in a part time capacity, helping to ideate and implement innovations to engage and manage clients on sexual assault service waitlists.
Prior to her current role, Shureeka served as the Prevention Leader at Kids First where she focused on developing and facilitating primary prevention programs that promote healthy and safe relationships among children and young people, engaging with communities to raise awareness about the importance of prevention strategies.
Shureeka’s experience also includes a significant tenure as a Senior Clinical Practitioner at Kids First, where she provided clinical supervision and therapeutic services to children, young people, and families. Before her time at Kids First Australia, Shureeka worked with Merri Outreach Support Service for almost a decade. During this period, she served as both a Children's Specialist Enhanced Case Manager and a Generalist Case Manager, where she provided comprehensive support and advocacy for children with complex needs, collaborating with multidisciplinary teams to implement individualised care plans. Prior to this, Shureeka started her career as a Residential Care Worker MacKillop Family Services, where she supported vulnerable children and young who people who were living in out-of-home care.
Shureeka holds a Master of Clinical Family Therapy with a focus on family systems from La Trobe University; a Postgraduate Diploma in Counselling with Children and Adolescents from Victoria University; and a Bachelor of Applied Science in Social Work, also from Victoria University.
Shureeka’s commitment to improving the lives of children and young people, and their families, combined with her extensive training and experience, positions her as an innovative leader within the therapeutic services sector.
Karla Dubaniewicz
Doctoral Candidate (Clinical and Forensic Psychology), Centre for Forensic Behavioural Science – Swinburne University.Karla Dubaniewicz is a dedicated and highly skilled professional with extensive experience in working with children who have been sexually abused, have engaged in harmful sexual behaviours, or who have experienced trauma more broadly. Karla is currently pursuing a Doctor of Clinical and Forensic Psychology at The Centre for Forensic Behavioural Science, Swinburne University. Her doctoral thesis will evaluate the Kids First’s outcomes framework related to clients who have engaged in harmful sexual behaviour.
Previously, Karla was the Team Leader for the Sexual Abuse Counselling and Prevention Program at Kids First Australia, where she provided clinical and operational supervision to a team of clinicians, developed training packages, and delivered expert consultations to support children and young people affected by sexual abuse and harmful sexual behaviours. She also provided direct assessment and intervention for children, young people, and their families dealing with sexual abuse and trauma more broadly.
She currently has moved into the adult offending space and serves as a Caring Dads Facilitator at Kids First Australia, where she leads a 17-week program for men who have committed family violence, helping them end violent and/or neglectful behaviours and improve their relationship with their children. She is also currently completing a student placement with Forensicare at a prison where she is working in forensic mental health.
Karla's dedication to working with young people and adults who have experienced trauma or who have engaged in problem behaviour is evident in her experience in practice and research, her leadership in clinical settings, and her passion for continuous learning.
